The following individuals were arrested and booked into the Carter County Detention Center over the past week. This list includes local arrests only. It does not include federal inmates being housed at or transported through the detention center.

  • Kenneth White, 32, of Grayson, self-surrender, arrested and booked April 4.
  • Leslie Whitaker, 36, of Grayson, arrested by Greenup County Sheriff, serving a bench warrant for court, arrested March 30, booked April 5.
  • Elgin Gilbert, 24, of Henderson, arrested by Carter County Jail, on two counts of failure to appear, arrested and booked April 5.
  • Tiffany Justice, 35, of West Portsmouth, Ohio, arrested by Carter Circuit Family Division, on a charge of contempt of court – libel/slander – resistance to order, arrested and booked April 5.
  • Justin Meadows, 40, of Garrison, arresting agency withheld, on charges of driving without a license/negligence in an accident, leaving the scene of an accident – failure to render aid or assistance, two counts of failure to appear, and failure to appear on a citation for a misdemeanor, arrested and booked April 5.
  • Scotty Justice, 29, of Grayson, arrested by Grayson PD, on two counts of non-payment of court costs, fees, or fines, arrested and booked April 6.
  • William Kitchen, 45, of Grayson, arrested by Kentucky State Police, on charges of operating a motor vehicle under the influence, no registration receipt, no registration plates, failure to maintain required insurance, careless driving, and operating a vehicle with expired operator’s license, arrested and booked April 6.
  • Stacy Hitchco*ck, 34, of Grayson, arrested by Grayson PD, for failure to appear, arrested and booked April 6.
  • Caitlin Fraley, 33, of Grayson, arrested by Kentucky Department of Corrections, on a parole violation for a felony offense, arrested and booked April 8.
  • Austin Childers, 25, of Grayson, arrested by Kentucky State Police, on charges of driving without a license/negligence in an accident (two counts), operating on a suspended or revoked operator’s license, operating a motor vehicle under the influence of alcohol, and failure to maintain required insurance, arrested and booked April 8.
  • James Costigan, 40, of Ashland, arrested by Boyd County Jail, on a probation violation for a felony offense, arrested and booked April 8.
  • Bambi Waugh, 50, of Olive Hill, arrested by Kentucky Department of Corrections, on a probation violation for a felony offense, arrested and booked April 8.
  • James Estep, 39, of Grayson, arrested by Carter County Sheriff, on two counts of failure to appear, arrested and booked April 9.
  • Kevin Gose, 58, of Stoutsville, Ohio, arrested by Kentucky State Police, on charges of failure to wear seat belts, operating on a suspended or revoked operator’s license, no registration receipt, failure to produce an insurance card, non-payment of court costs, fees, or fines, and three counts of failure to appear, arrested and booked April 9.
  • James Hall, 39, of Vanceburg, arrested by Kentucky State Police, serving a warrant for a parole violation, arrested and booked April 9.
  • Estill Stamper, 51, of Grayson, arrested by Grayson PD, on two counts of failure to appear, arrested and booked April 10.
  • William Church, 50, of Grayson, arrested by Kentucky State Police, serving a warrant for a parole violation, two counts of failure to appear, and on charges of operating a motor vehicle under the influence of a controlled substance, first degree possession of a controlled substance (heroin), possession of drug paraphernalia, no registration receipt, no registration plates, failure to or improper signal, failure to maintain required insurance, failure to register transfer of motor vehicle, and failure to wear seat belts, arrested and booked April 10.
  • Stephen Ludwig, 30, of Grayson, arrested by Grayson PD, on charges of operating a motor vehicle under the influence of a controlled substance, first degree possession of a controlled substance (methamphetamine), failure to wear seat belts, no registration receipt, failure to produce insurance card, operating on a suspended or revoked operator’s license, and two counts of non-payment of court costs, fees, or fines, arrested April 10, booked April 11.
  • Barry Hinton, 41, of Olive Hill, arrested by Kentucky State Police, for failure to appear, arrested and booked April 11.
  • Dixie Fannin, 42, of Sandy Hook, arrested by Kentucky State Police, on charges of failure to wear seat belts, operating a motor vehicle under the influence, operating on a suspended or revoked operator’s license, failure to surrender revoked operator’s license, and no registration receipt, arrested and booked April 11.
